OK. I am member of the maintenance team of an application named Back In Time which is an backup application for GNU/Linux targeting desktop users. The application use rsyn in the back.
In the past there where several initiatives to create an application logo. But none of them succeeded, most of them because of legal issues regarding license and copyright questions.
The details can be found in issue #1961.
Beside finding a creator I am also open for suggestions regarding license and copyright. Our current advise is to offer the logo with the same license as the application itself; GPL-2.0-or-later. Because it is the easiest and less complex.

thank you very much for reaching out and your efforts to contribute.
Please note that Back It Time is a team project and not a one-person-show. So I would prefer to do all discussions in public, e.g. in the issue (at Microsoft GitHub) or on the mailing list.
I am aware that Microsoft GitHub is not a “nice home”, but the project currently live there no matter that a migration is on our todo list. We have to deal with it for the moment.
This is not a hard rule, just a suggestions. In the end I won’t break your workflow.
Did you checked the linked github-issue and the details about copyright and licenseing?
